These are definitions for commonly used terms and acronyms found in most NZ Mobile Codes of practice and carrier contracts.

A2P

means Application to Peer. Used by verified businesses often using shortcodes or defined msisdns to differentiate from Person to Person messaging.

Advice Services

means a Messaging Service which offers advice to Customers using Messages as a medium.

Age Restricted Services

means a Messaging Service which may include the provision of Restricted Content.

Carrier

means an entity that operates:

a) a public switched telephone network (or a functionally equivalent system) that originates, transits or terminates calls; and/or

b) a public data network.

Chargeable

means any message that is chargeable to the End Customer including any Standard Charge message.

Chat Bots

means computer-generated responses sent to chat participants. These responses are sent without human operation interaction.

Chat Service

means a Messaging Service which enables Customers to engage in live anonymous conversation by sending and receiving Messages to either another Customer or an employee of that Messaging Service.

Contact and Dating Services

means a Messaging Service which enables persons who were previously unacquainted with each other to make initial contact and arrange to meet in person or otherwise continue to have contact with one another outside the Messaging Service if they wish to do so.

Content Provider

means the party who has a contractual relationship with a Content Service Provider or Telecommunications Service Provider, in order to provide mobile content/Messages to the Customer.

Content Service Provider

means any person that has a contractual relationship with a Telecommunications Service Provider in order to deliver Messaging Services or content/Messages to the Customer.

COW (Cell On Wheels)

A cell on wheels, usually referred to as a COW, is a mobile cell site that consists of a cellular antenna tower and electronic radio transceiver equipment on a truck or trailer, designed to be part of a cellular network. COWs are used to provide expanded cellular network coverage and/or capacity at special events such as major sporting events, major or in disaster areas where cellular coverage either was never present (e.g., in a wilderness area where firefighters have set up a command center during a major forest fire) or was compromised by the disaster.

It could also be referred to as a SOW (Site On Wheels)

Delivery Receipt

An acknowledgement, notice or report of a successful (or failed) MO/MT message.

IVR (or Interactive Voice Response)

means a recorded message service which gives factual information about a particular Service.

Key Words

means a word predefined in a SMS message that triggers an event in relation to a Messaging Service.

Messaging Service

means a series of related Messages of predefined type which together provide a single service to a Customer. A Messaging Service can be delivered across multiple channels.

MMS (or Multimedia Message Service)

means a message which could be text, graphic, video or sound files sent to and/or from a mobile phone.

MO Mobile Originated Message

means a Message originating or ‘sent from’ the Customer’s mobile handset.

MT (Mobile Terminated) Message

means a Message terminating or ‘received by’ the Customer’s mobile handset.

Non Chargeable

means any message service provided via a mobile handset where the Customer is not charged for the message.

OTP

means One Time Password - Usually used in two factor authentication processes

OTT

means Over The Top - Usually refers to Data based messaging that is not reliant on a carrier, but uses the internet. (iMessage, WhatsApp etc)

RCS

means Rich Communication Service, a message which can embed rich text, graphics, video or forms into the message payload.

Restricted Content

means content that is not allowed on a carrier network, and often defined in legislation.

Shortcode(s)

means a short number provisioned by Carriers to enable the delivery of A2P messages.

SMS (or Short Message Service)

means a short text messages sent to and/or from a mobile phone.

Standard Charge

means any Messaging Service provided via a mobile handset where the Customer is charged

Subscription Service

means a Messaging Service requiring opt-in. Usually initiated by a sign-on process.

TCF

Telecommunications Service

means any good, service, equipment and/or facility that enables or facilitates telecommunication.

Telecommunications Service Provider (TSP)

means any person providing a Telecommunication Service to a Customer who has the billing relationship with that Customer to charge them for any chargeable activity relating to the provision of the Messaging Service.

Toll Free Number

means a telephone number where the calls are free to the caller.

WAP (or Wireless Application Protocol)

means a protocol that allows the sending of content and information to mobile handsets.
